The arch itself is free to look at from the pavement. Climbing inside it is ticketed and cheap: buy at the base, closed Mondays, last entry half an hour before closing, and from November to March it opens an hour earlier and shuts at five. It is a hundred and sixty-four steps with no lift, so it is no use to anyone who cannot manage stairs.
