Free, and open at every hour: the arch stands in the middle of a public promenade, there is no gate, no ticket and nothing to book, and it is floodlit after dark. The wide Passeig de Lluis Companys running from it down to Parc de la Ciutadella is pedestrianised, which makes this one of the few places in the centre with enough room to stand back and photograph a monument whole; the light is best on it in the late afternoon, when the sun comes straight down the promenade. The nearest metro is Arc de Triomf on line 1, at the foot of the arch. Expect skateboarders, joggers and street performers on the promenade in the evening, and market stalls along it during city festivals.
